The objective was to build a standardized, open, stable, and reliable information system integration and big data platform for the Provincial DRC, enabling information resource sharing, big data mining, and the analysis and early warning of macroeconomic and social development indicators. The platform reduces uncertainty in economic activities and provides data-driven decision support for the Provincial Party Committee and Provincial Government.

Construction Goals

Integrate the existing information systems of the Provincial Development and Reform Commission (PDRC) to build a government information resource sharing and disclosure system. This aims to promptly resolve the information "island" issues in the commission’s informatization construction, achieving internal sharing and efficient utilization of government information resources.
Relying on the PDRC’s business data resources and external data, build a big data fusion and analysis system. Utilize technologies such as big data integration, comparison, analysis, and mining to establish a scientifically sound and clearly defined indicator system that comprehensively reflects the overall macroeconomic and social development situation of the province.
Focusing on the responsibilities of the provincial development and reform system, construct a macroeconomic decision visualization platform. Fully apply visualization technologies to develop economic maps. Build a big data monitoring and analysis “one-map” platform for macroeconomic operation based on geographic information visualization.

Solution

Government Information Resource Inventory, Sharing, and Disclosure System

Establish standardized processes for inventorying government information resources. Catalog the compiled Development and Reform Commission (DRC) government information resource directory, and classify and store the information resource catalog according to the inventory results. Through the data sharing platform, enable internal system sharing and configure data interfaces for system integration as well as external manual query interfaces as needed. Develop external disclosure interfaces for government information resources to open data according to specific requirements. Implement advanced information retrieval capabilities, supporting comprehensive searches by directory, category, tag, name, content, etc., along with full-text search functionality. The system displays information based on relevance scores.

Integration, Analysis, and Visualization System

The macroeconomic data analysis system primarily utilizes data collected from the DRC’s government information resources, basic geographic data, industry association and chamber of commerce economic data, and business data from DRC departments. Leveraging big data and statistical analysis technologies, the system explores data from multiple dimensions. Analysis is conducted across four thematic areas: agriculture, industry and construction, tertiary sector (services), and major events.

Data Collection Channel Construction

Build a data collection platform to establish a stable data acquisition channel, enabling the acquisition of relevant data. The current data scope includes 31 department-level institutions within the DRC, data from the Provincial Energy Bureau, Provincial Price Bureau, Provincial Wall Reform Office, Provincial Mining Office, Provincial Statistics Bureau, Provincial Geographic Information Bureau, and other provincial government departments.

Economic and Social Data Indicator System Construction

Analyze industry data and development reports managed by industry associations and chambers of commerce, as well as data generated in the work of DRC departments. Referencing classification formats from previous editions of the China Statistical Yearbook and the Hebei Economic Yearbook, collate economic indicators to form a comprehensive economic and social indicator system. This system provides the foundation for big data analysis. Construct economic data indicators based on macroeconomic fundamental data indicators to support economic data analysis.

A component-based, loosely-coupled architecture designed for component reuse has been implemented. Utilizing tools such as middleware and web crawlers (ISO 28500:2017), a comprehensive data acquisition channel system has been established.

Indicator System & Sharing Platform

Through the establishment of metadata standards, data dictionaries,and data quality management , a unified provincial-level economic indicator system and data sharing platform have been formed.

Data Visualization & Analytics

Leveraging big data analytics and visualization technologies, diverse data sources are effectively presented. Preliminary economic analysis models covering industry, agriculture, and services have been initially constructed.

Data Sharing & Applications

Supporting multi-departmental interoperability and data exchange via front-end processors and web services. This enables province-wide economic data sharing, application of the economic indicator system, and preliminary economic analysis and forecasting.
